Save Navigation In The Singapore Port Water

Vessels Operating in the port and its approaches shall regularty and accurately determine the ship’s position, in all conditions and by al available means especially by the use of oppropriate aids to navigation.

In this regard they shall be familiar with Region A IALA Bouyage System. The details of aids to navigation are in pages 95 to 132 of the Singapore Port Information (Editon 2008/2009). Importan navigational marks in the port to look out for are as follows:

  1. In the Eastern Sector – Changi Beacon, Outer Shoal Beacon, Sakijang Beacon, Amber Beacon, Bedok Lighthouse Ferry Buoy, Mano 11A Buoy, and other navigational marks used for reporting to VTIS East, East Control.
  2. In the Western Sector – Raffles Lighthouse, Sebarok Beacon, Sister Buoy, East Cyrene Buoy, Pusing Buoy, Rimau Beacon, Salu Buoy, Sinki Buoy, Pandan Beacon, Sultan Shoal Lighthouse, Triton Buoy, Temasek Buoy, and other navigational marks used for reporting to VTIS Central, VTIS West, West control, Jurong Control, Cyrene Control, Cruise Bay Control or Sinki Control.
  3. In the East Johor Strait – Eastern Buoy, Punggol Beacon, Angler Buoy, Malang Papan Beacon, Squance Buoy, and other navigational marks used for reporting to Sembawang Control.

This is Amendment To Reporting Procedures For Vessels Manoeuvring In Singapore Port Water.

Introduction:
  1. The Port Master hereby directs that with effect from 1 Apr 2009 at 0001hours, all vessels to which this circular applies shall comply with the amended reporting procedures for vessels manoeuvring in port.
  2. All reports made to designated control stations shall be in English. Timing shall be in local time following the 24-hours standard format.
  3. The height of vessel refers to the height (in meters) measured vertically from the waterline of the vessel to the highest point of the vessel including its cargo, structure or equipment on board. If there are extendible structures on board, the highest point shall be maximum height attainable by these structures when fully extended, if suvh extended height exceeds the height of its cargo, or fixed structures of equipment.


Application :
The VHF radiotelephone reporting procedures for vessel manoeuvring in port shall apply to :
  • Vessel of 300 GT and above;
  • Tug engaged in towing or pushing if the combined GT of the tug and tow or vessel(s) being pushed is 300 GT and above;
  • All passenger vessels;
  • Vessel of 30m or more in length; and
  • Vessel of 30m or more in height.


Reporting Sector, Control Station And designated VHF Channels:
  1. East Johor Strait, Keppel Harbour, Cruise Bay, Pasir Panjang, West Jurong, West Johor Strait, Eastern and Western Sectors are designated as reporting sectors.
    Vessel intending to enter , move within or leave a reporting sector shall first call on the appropriate control station and obtain permission to conduct the manoeuvre.
  2. For the purpose of VHF radiotelephone reporting by vessels manoeuvring in port, the port water is divided into 11 sectors. Each sector has a control station operating on a designated VHF Channel. The designated VHF Channels for the sectors are listed below :
    (a). East Johor Strait Sector – Sembawang Control – VHF Channel 21
    (b). Keppel Harbour Sector – Keppel Control – VHF Channel 18
    (c). Cruise Bay Sector – Cruise Bay Control – VHF Channel 05
    (d). Pasir Panjang Sector 1 – Sinki Control – VHF Channel 68
    (e). Pasir Panjang Sector 2 – Pasir Panjang Control - VHF Channel 25
    (f). Pasir Panjang Sector 3 – Pasir Panjang Control - VHF Channel 25
    (g). Pasir Panjang Sector 4 – Pasir Panjang Control - VHF Channel 25
    (h). West Jurong Sector – Jurong Control – VHF Channel 22
    (i). West Johor Strait Sector – Jurong Control – VHF Channel 22
    (j). Eastern Sector – East Control – VHF Channel 12
    (k). Western Sector – West Control – West Control – Channel 68
